Comandos de Salvamento along with help from salvamed.org and Glasswing International sponsored a 2 day course on Vehicular Extrication at Ilopango Airport December 7th and 8th. Groups represented were The Green Cross, the UMO branch of the National Civilian Police, Bomberos Nacionales, and Comandos de Salvamento. Over 80 students learned how to size up a motor vehicle accident, and safely use electrical, hydraulic, and manual tools to help save lives. Comandos personally thanks Hi-lift, AJAX, Ringers, and HURST, for creating great and dependable equipment used in the course and also used every night after each class to do real extrications. The Puyallup Extrication Team sent 6 of their top instructors for the Workshop. Present were, President Jeff Pugh, and instructors, Ryan Taylor, Andrew Krasner, Charlie Kemp, Gus Alcala and Anthony John. PXTEAM donated an AJAX Neumatic Air chisel, some sawzaw blades, Comandos thanks Mark Hoffman of Salvamed and Nick Fling and Celina de Sola of Glasswing International for making this big project a success. Mark was also able to get the Urban Rescue Squad another Medium First Responder Jack from Hi-Lift which was recently used to lift a car off of two motorcycles.

Students from the basic High Angle Rescue Course taught by instructors from the Base Central and sponsored by Glasswing International recently participated in final day practical exams at Alcelhuate bridge and the devils door above San Salvador. Each participant passed the course learning such skills as carried weight drop, free fall, knots, and anchor systems.

Under the slogan “When your pain is inevitable, to relieve it is my mission” Comandos de Salvamento will be doing their operation “Comandos to the Rescue 2013″ held during Holy Week from March 24-30th. To inaugurate the operation, CDS performs an emergency drill on the beach of El Majahual where over 1,300 volunteers including 140 lifeguards participate to test their skills in the care of people who need aid.

Roberto Cortez Orlando Cruz, Executive Director of CDS reports the goal of yearly drills is to “assess the capabilities of lifeguards and volunteer lifeguards to meet their potential and move the right people to beaches and our first-aid highway stations during Holy Week “. The Salvadoran Air Force collaborates with a Huey helicopter and local fisherman offer two fishing boats to carry out evacuation of victims in shallow and deep waters.

EMS providers are prepared in basic first aid and advanced skills and lifeguards receive training at Obispo Beach for a year by CDS veterans who are residents of surrounding beach communities. The drill will also assess the quality of patient care from volunteers that will be located in the “El área de concentración de victimas” (beach hospital) where they will be triaged for rapid transport if need. CDS intends to serve Salvadorans during the upcoming Easter holidays and fulfill its mandate to “save the lives of people when they are in danger as a result of nature or of man.”

CDS has recieved formal recognition from the Faculty of Medicine at the University of El Salvador for their work in training first year medical students in first aid and pre-hospital care. Doctor Adalberto Coto offered formal thanks to Wilmer Lobo, president of Comandos de Salvamento.  Wilmer gave some words of thanfullness and encouragement to students. Other volunteer comandos that recieved recognition were Luis Kolatto, Ricardo Leiva, Elver Flores, Cristian Flores, Jhony Días and Carlos Vasquez. The Comandos EMS school continues to offer training to the UES, and other Salvadoran institutions and private entities in order to enhance the quality of Pre-Hospital Care awareness throughout El Salvador.

Veteran CDS Volunter Carlos Fuente was sent from the Central Base to Jiquilisqo Bajo Lempa to teach swift water rescue techniques to 20 delegate members of San Marcos and Bajo Lempa. Every fall, dams release built up water levels flooding communities below them.

The EMT-B class #1 are learning to take vitals,  do SAMPLE notes, backboard patients with C-Spine/Neck Collars, and placement of nasopharangeal airways. Each student were given 2 neck collars by teacher Devin Price to use on real EMS runs. These invaluable tools for patient stabilization will be used on a constant basis for many years to come. andresemt2  Medic Devin Price and Doctor Andrés Marin from the USA started a basic EMT-B class this Monday at our EMS school at the central base. 30 volunteers from different bases throughout the country are taking the course. Executive Director Roberto Cruz reports that this class will improve quality EMS services rendered to patients in need and under whatever circumstance. The course is sponsored by Norway’s People’s Popular Aid. It is hoped that this program can happen at least once a year to improve services that CDS offers in El Salvador. Devin and Andres have collaborated with Comandos de Salvamento since 2001. Devin is the director of the Paramedicine program at SouthWestern College in San Diego and is being sponsored by the college and American Medical Response. Andres in a Medical Doctor in San Francisco.

The main base of Comandos would like to congratulate CDS veteran Jose Alexander Reyes Portillo for passing his BREC course (Urban Search and Rescue, collapsed structure training and certification) sponsored by the National Firefighters of El Salvador. As a result, Reyes has been asked to be part of El Salvador’s National USAR team and will be asked to join them upon notification of natural or man made disasters.

The following is an article in Spanish about the USAR taken from reliefweb.

San Salvador, 27 de abril de 2012. El Director General del Cuerpo de Bomberos, Mayor Ábner Hurtado, dio a conocer el resultado de la destacada participación que tuvo el contingente de bomberos salvadoreños del grupo de Búsqueda y Rescate Urbano (USAR) en el Primer Ejercicio Regional de Evaluación de Procedimientos y Protocolos (simulacro de terremoto) organizado por la Secretaría Ejecutiva de la Coordinadora Nacional para la Reducción de Desastres de la República de Guatemala (CONRED) que se desarrolló en Guatemala el 20 y 21 de abril; en el que además se involucraron rescatistas de México, Guatemala y Nicaragua.

El funcionario manifestó, que “como parte del simulacro, el contingente de 15 rescatistas partió el pasado 19 de abril hacia el Municipio de Villanueva de la Ciudad de Guatemala, luego de recibir un llamado de auxilio para apoyar en el siniestro que se suscitó por un terremoto de 7.8 grados en la escala de Richter”.

Agregó, que “los rescatistas salvadoreños contaron con un camión completamente suministrado con equipos y herramientas especializadas para la búsqueda, ubicación y extracción de víctimas atrapadas en estructuras colapsadas como: teléfonos satelitales y una cámara isotérmica”. El jefe del contingente salvadoreño, Teniente Wilson Segura, expresó que “al ejercicio también acudieron grupos USAR de Nicaragua, México y Guatemala, en el que fueron calificados por evaluadores de Grupo Asesor Internacional en Búsqueda y Rescate (INSARAG) coordinadora de grupos USAR) de Venezuela, Panamá, Perú, Guatemala y Costa Rica.

El desarrollo del ejercicio, consistió en atender el rescate de una víctima que se encontraba al interior de las estructuras colapsadas de una fábrica de colchones para lo cual debieron penetrar un muro de 4.8 metros de alto, iniciando con la intervención a las 7:00 de la mañana, logrando sacar a la víctima a las 12:10 del mediodía.

Dentro de los criterios a considerar en el simulacro se evaluó la búsqueda, localización, penetración, apuntalamiento y la implementación del Sistema de Comando de Incidentes; además de valorar el tiempo para rescatar a las víctimas y la atención pre hospitalaria que se les brindó.

El trabajo realizado por el contingente salvadoreño, recibió el reconocimiento y felicitación de la evaluadora costarricense, Luisa Alfaro quien elogió la presentación de forma ordenada, equipada y uniformada; además del funcionamiento del grupo y la implementación del Sistema de Comando de Incidentes (SCI); de igual forma el evaluador guatemalteco resaltó el orden y profesionalismo del grupo USAR El Salvador.

EMS COURSE ENDS ON INTERNATIONAL DAY OF THE WAR FIRST RESPONDER

Twenty Comandos de Salvamento members received diplomas and certificates of approval after having finished a Pre-Hospital Care training course  at the Central Base EMS school. The course teaches volunteers patient stabilization and first aid to those involved in traumatic emergencies.

June 24th is also celebrated in many countries as International Rescuer Day. It commemorates the battle of Solferino of June 24th 1859,  in which horrified witness Jean Henry Dunant saw all wounded soldiers being either shot or bayoneted on the battlefield.  This led to the creation of the mandated Geneva Conventions and the formation of the International Red Cross. The day salutes medical personnel who attend to the wounded in warzones.

Comandos de Salvamento has twelve years of offering aid to those on the battlefield during the Salvadoran Civil war and continues to attend to “gang zone” wounded throughout San Salvador.  The site deperlasyranas.com (spanish only) remembers this day with emphasis on the Battle of Solferino and Dunant’s inspired book “Memory of Solferino” which says: States must prepare not only for combat but also for the assistance of war victims. It also points out fundamental themes to create voluntary first aid groups which practice EMS care in times of peace and war.

Comandos de Salvamento is mandated by it’s charter to save the lives of people due to consequences of mother nature or of man, regardless of race, religion, or political creed.

THE DECADE OF ROAD SAFETY

With a simulation accident that culminated in the public presentation throughout “Launch of the Decade of Action for Road Safety 2011-2020″ which aims to reduce traffic accidents and thousands of deaths and injuries they engender. The event was inaugurated by public works minister Gerson Martines. The road safety plan presents alarming statistics on accidents.  they are the leading cause of death for young people between 15 and 29 in El Salvador. Nearly 1.3 million people die each year on the roads throughout the world making Motor Vehicle Accidents the leading cause of deaths worldwide. In El Salvador accidents cause about three deaths per day and an average of 22 injuries. 75 percent of these deaths are related to driver inattention, excessive speed and imprudence by pedestrians.

The campaign ended with an extrication drill enacted by CDS paramedics, EMTs and extrication specialists from our “UDR” rescue unit. The UDR is also involved in Urban Search and Rescue. San Salvador is one of the most densely populated cities in Latin America and MVAs are an every day occurrence.

CDS volunteers, together with architects, engineers and students participated in a training titled Electrocution Risk Prevention taught by Engineer Valentin Sanchez Hernandez of AES El Salvador and the Association of Engineers and Architects ASIA. Themes included, statistic data of deaths via electrocution and risks when doing rescues around such events.

Clase de Rescate Vertical Feb 2011

This last February 24th and 25th, Marlon Rivas and Roberto Campos, members of the CDS central base SAR team, offered a 2 day didactic workshop on high angle rescue in the community of Berlin, and practical skills on the Cuscatlan bridge in San Salvador. Those trained were Berlin’s City Hall Civil Protection team . The workshop was one of many being offered by the Central Base under the program of Reducing Vulnerabilities via community organization in order to mitigate disasters in the cities of Alegria and Berlin. ACCP, Cooperative Assembly for Peace and AECID, Spanish Agency of International Aid and Developement, both out of Spain, helped organize and sponsor the workshop.

Bajo Lempa

The educational department of CDS finished a training conference on February fourth in Bajo Lempa, Jiquilisco, and Usulután. Dr. Julio Cesar Orellana taught classes on emergency first aid during emergencies and disasters. Other Comandos de Salvamento staff included Dr. Adiel Delgado, and APAA instructor Henry Iván Gerónimo. 30 students that represent 29 communities in bajo lempa region took part in the learning experience.
